7th Central Pay Commission

The salary structure of government employees is set up by the central government under the Pay Commission. At present 7th Pay Commission is in practice, which was implemented on 30th January 2018. In each decade government of India review the salary structure of government employees by setting up the Pay Commission, which recommends pay structure for military and civil government employees of India.

As per the 7th Pay Commission, pensioners got 23.63% raise in their income, while the current serving employees got 16% increase in their salary. However, the biggest rise was 63% (approx.) for allowances. It has been made after considering the demands of employees coming directly under the 7th Pay Commission.

As for the latest updates under the 7th Pay Commission, the Central government has hiked the Dearness Allowance by 3 percent. In addition, the Railway Ministry has also constituted a committee to include some new categories within Risk and Hardship Allowance. The retirement age of employees from the rank of Constable to Commandment is also to be increased from 57 years to 60 years.

Key Highlights of Seventh Pay Commission

a) Pay Structure: The new structure of pay recommended by the 7th Pay Commission includes all existing levels, and they haven’t introduced any new ones.

b) Minimum Pay: The minimum pay of government employees at the entry-level has been increased from ₹ 7 to ₹ 18,000 per month, whereas for new Class I Officer, the minimum salary is ₹ 56 per month.

c) Annual Increment: As per the Seventh Pay Commission, the annual pay hike of 3% has been retained.

d) Military Service Pay (MSP): MSP will be paid to all defense personnel irrespective of their ranks.

e) Maximum Pay: The maximum pay is increased to Rs.2.25 lakhs per month for the Apex scale' and Rs.2.5 lakhs for Cabinet Secretary and other categories of the same levels.

f) Factor: A factor of 2.57 is to be applied uniformly in the existing pay of all current employees for a new pay scale.

7th Pay Commission Latest News - Corona Update

  • 7th July 2020: The Government of Haryana has issued an order for freezing Dearness Allowance and Dearness Relief for state government employees and pensioners respectively at current rates till July 2021 due to the pandemic and economic woes. Employees will, however, continue to get DA at the current rates.
  • 25th June 2020: Central Government Employees can now claim travelling allowance without submitting boarding pass. According to the new rules announced by the Central Government, self-declaration along with travelling allowance claim would be sufficient for the proof of travelling.
  • 23rd June 2020: The state government of Telangana decided to dispatch full salary to the employees without any deduction. This is happening after a gap of two months as employees were getting their salary after deduction because of the corona crisis. The Telangana on Tuesday announced that salaries for June will be paid without any cut.
  • 11th June 2020: The state government of Uttarakhand government announced that there will be no increment for state government employees. The move was taken to offset the losses caused by the lockdown and the battle against COVID-19.
  • 23 April 2020: The Central Government has delayed the increased dearness allowance disbursement to its employees and pensioners.Further it has decided to freeze the next two hikes as well as in wake of coronavirus pandemic. The revised rates will now be effective from 1st July 2021. The DA was hiked by 4% and was to be effective from 1st January 2020.
  • 31st March 2020: The Central Government has announced the extension of the deadline for submission of the Annual Performance Review Report (APAR) from 15th April 2020 to 30th June 2020. The decision has been taken to provide respite to the employees amid the COVID-19 pandemic.

Grade Pay

Assistant Professors

commission, the pay scale of assistant professors is now between ₹ 46,800 to ₹ 1. The grade pay is ₹ 19. However, no change has been made for the entry - level pay of ₹ 25 per month. Also, the HRA for assistant professors has now been increased to 24%, 16%, and 8% depending upon the city. The eligibility for HRA is determined based on whether the employee’s DA has crossed 50% and 100%.

Associate Professor

As per the 7th pay commission, the pay scale of associate professors is between Rs.1 lakh to Rs.2 lakh, and the grade pay is ₹ 27,000 per month. Previously, the pay scale for associate professors was between ₹ 37,400 to ₹ 67,000 per month and the grade pay was ₹ 8,900 per month.

Seventh Commission Pay Scale for IAS Officers

7th Pay Commission – House Building Advance

In November 2017, the Central government accepted and implemented the Seventh pay commission’s recommendation regarding the House Building Advance. The rate of interest on HBA is 8.5% (simple interest) for an amount up to ₹ 25,00,000. Some of the important new provisions are:

  • The amount provided under HBA revised to a maximum of 34 month’s pay.
  • The maximum limit of the cost of house which an employee can purchase or construct is now Rs.1 crore with a provision of increasing the limit by upto 25% for deserving candidates.
  • The provision to add a higher rate of interest above the stipulated rate is withdrawn.
  • The repayment of HBA will be made as – for the first 15 years, the principal amount and for the next 5 years interest amount.
  • To boost the housing sector, attractive packages are on offer as HBA is used as a tool to encourage employees to purchase a house.

8th Pay Commission

The announcement of the 8th pay commission is far from today. This is because the seventh pay commission has been announced not so long ago. In addition, if you look into the gap between each pay commission, you will observe a minimum gap of around 10 years.Thus, going by this understanding 8th pay commission is not expected to be announced before 2027. However, during the tenure, both state and central government can make the necessary changes required within the 7th pay scale as per their discretion.
